“As part of the change in the military-strategic situation, the Ministry of Defense, in cooperation with authorized state bodies and organizations, will begin to develop a new military doctrine,” the document said.
The resolution prescribes “in the context of the escalation of global geopolitical tensions, the main efforts of authorized state bodies, in accordance with their competence, should be directed towards the implementation of measures within the framework of strategic deterrence aimed at protecting the independence, territorial integrity, sovereignty and constitutional order against external and internal threats”.
As you know, the country’s current military doctrine was approved in July 2016.
In addition, the Security Council also approved the draft of a new concept of national security, which reflects modern threats and establishes common approaches to the formation and implementation of state policy in this area.
The resolution instructs the State Secretariat of the Security Council “with the participation of representatives of the scientific community and experts to continue the public debate on the Concept on the discussion platforms” and, in cooperation with the administration presidential election, “to ensure wide coverage in the information space” of its main provisions. And following the results of these events, the document will be submitted for approval to the All-Belarusian People’s Assembly.
As previously reported, in mid-February, the Secretary of State of the Security Council, Alexander Volfovich, said that the draft of the new national security concept provides for an update of its content by more than 70%. At the same time, the document also mentions a new area – biological security. Volfovich explained that “the relevance of updating the concept that has been in force for more than 12 years is caused by the changes in the world military-political situation that have developed during this period, the struggle between the West and the ‘Is, between the main centers of power, as well as these new risks.’
In addition, a People’s Militia Bill has been approved, which establishes the legal basis for the voluntary participation of citizens in ensuring martial law. Under the bill, the militia could number up to 150,000 and would be tasked with protecting residences and participating in law enforcement activities. The militia will be made up of people who cannot be mobilized within the framework of the established plans, including women, and will be subordinated to the territorial organs of the Ministry of the Interior.
The Ministry of Defense has been instructed to send the finalized draft law to the country’s government for subsequent submission to the lower house of the national parliament.
