The head of the Cabinet of Ministers of Kyrgyzstan, Akylbek Zhaparov, a few days ago filed capsules with a difference of several hours for the construction of two industrial facilities at once in the Chui region. One of them – “Asyl-Tash” – is located in the village of Ivanovka, Issyk-Ata region. It will produce ceramic products used in construction. At present, the republic imports them mainly from abroad.
- This technologically advanced and modern plant will focus not only on internal market needs, but also on export, – said Akylbek Zhaparov. – The location of the plant is very advantageous from an economic point of view – it is located near the north-south highway, near the checkpoint on the border with Kazakhstan, the railway station and the quarry herself. What is very important is that there will be no hazardous waste in the company.
The new ceramic factory will produce ceramic tiles and porcelain tiles. Since its launch, it will provide jobs for over 300 people, most of whom are local residents. The project is estimated at $34.6 million. 25 of them are allocated by the Kyrgyz-Russian Development Fund (RKDF) – the largest investment institution of the Russian Federation, created to modernize the economy of the republic.
According to Akylbek Japarov, the plant will be of great importance not only for the Chui region, but for the whole country, as it will be able to produce competitive products needed by local consumers and markets in neighboring countries.
No less important, according to the head of government, is another industrial facility that received support from RKDF – “Kant TSHP” (slate enterprise). Akylbek Zhaparov laid a capsule for the construction of a new line of the company, which will revive the plant and allow it to develop successfully.
- In Soviet times, the products of the plant were used for construction in neighboring republics, – he recalled. – The products produced by the company were even sent to Baikonur! Currently, the products (pipes, slates and plates) produced by the factory are registered in the register of the EAEU. It meets international quality requirements. Kant TSHP already has its own ISO-compliant laboratory. The factory itself is also a large enterprise, focusing not only on domestic needs, but also on export.
The plant expands its product range with autoclaved aerated concrete. The new line will allow it to be produced in large volumes. Its opening required 12.1 million dollars, of which 8.5 are allocated by the Kyrgyz-Russian Development Fund. The launch of the new line will create 120 additional jobs, and the country will be able to collect more than 100 million soms annually in taxes and social contributions.
The two industrial facilities, according to official sources, will mainly use local raw materials, which will allow the development of related industries. Kyrgyzstan has a large number of mineral deposits such as sand, gravel, gypsum, marble and granite. As Akylbek Zhaparov hopes, the launch of factories that will be used for the production of modern products will allow the implementation of large-scale projects in the republic.
- The construction of new factories and other industrial enterprises gives impetus to the development of the state, – adds the head of government. – Industrial development not only creates additional jobs in the country. It stimulates the growth and development of the younger generation of our citizens.
However,
Production facilities on the territory of the EAEU countries can count on obtaining preferential loans in the near future. A similar real sector support mechanism is being developed by the Eurasian Economic Commission (EEC). The Council of the EEC, which includes representatives of the governments of the countries participating in the integration association, approved a draft document providing for financial support for cooperation projects in the industrial sector.
According to the government of the Kyrgyz Republic, the decision was discussed and finally adopted at the last council meeting, held in Moscow. The Kyrgyz side was represented at the meeting by First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev. Thus, the countries of the UEE are preparing to restore the economic and economic ties lost as a result of the collapse of the USSR.
“We are talking about the establishment of an effective mechanism of support for industrial cooperation, which will allow enterprises of the countries of the union to implement important strategic projects,” explains the government of the Kyrgyz Republic. – It will help to effectively promote enterprise initiatives, greatly increase mutual investment between countries and the number of jobs, increase the sustainability of industrial complexes.
As planned, joint industrial projects on the territory of the EAEU will be able to benefit from loans from international and domestic financial institutions at low interest rates. The list of cooperation participants who can count on these benefits will be determined by the Council of the Eurasian Economic Commission.
The decision to create a new format for financing industrial cooperation projects was previously taken by the Supreme Eurasian Economic Council – at a meeting in Bishkek on December 9, 2022
