How are schoolchildren’s leisure organized in the capital of Kyrgyzstan during the holidays?

According to the town hall of the capital, almost the entire month of June, part of the children of the primary and secondary classes will be able to attend school camps. Teachers tried to make children’s hobbies as rich as possible. The program includes visits to museums, exhibitions, participation in interschool amateur competitions, sports competitions and much more.

  • I have three children – eight, eleven and thirteen, – Elvira Orozbayeva, a resident of Bishkek, told the RG correspondent. – My husband and I work, there are no grandmothers, the parents have enough children and there are still two months before our vacation. For us, the school camp is a real salvation. Children under the supervision of teachers are fed and spend time with benefit. The younger son likes it a lot, but the older ones would be happy to stay home and play on their phone or laptop, but we try to limit them to computer games.

According to the mayor’s office, school camps are opening in 39 secondary schools in Bishkek. More than four thousand children will be able to relax there. First of all, these camps will welcome children from socially vulnerable families, as well as activists and excellent students.
“Medical workers will definitely be assigned to each school camp,” said Ainura Arstanbekova, head of the municipal education department in the Bishkek mayor’s office. – Protection will be provided by police officers in collaboration with the school’s security service. Also, in the summer months, children’s creativity centers will operate, in which more than 70 circles are open.

During the summer holidays in Bishkek there will also be several special educational camps – paid. Children will be able to improve their knowledge of foreign languages, study with native teachers, as well as do robotics.

“This year, for the first time, we decided to work with children aged 7 to 12,” said the director of one of the camps, Islam Aidarbekov. – The guys will work in two shifts – as desired. We have developed a summer program for them in programming and robotics and approved it by the Ministry of Education and Science. Yes, most of the time the student will sit at the table, but not at “shooters” and other similar games. He will be able to study algorithms and learn to create his own programs in order to make the robot move or solve certain problems. At the same time, children will be able to learn Photoshop, organize their own channels on Internet platforms and other useful skills for a modern person.

And what about security?

The start of the holidays added worries to the Main Department of Internal Affairs in Bishkek. In the summer, according to police estimates, about three thousand teenagers from the countryside come to the capital. District inspectors and youth inspectors have already been instructed to pay more attention to the work of computer clubs so that children do not stay there for more than two hours, as well as large markets so that teenagers are not not used for heavy work.

“Everyone has been warned down to the last guard: if a child turns to them for help, if they are suddenly lost or offended by one of the adults, our employees must react immediately,” said said the head of the police department, Azamat Nogoibaev. – In addition, we have a specialized psychologist. District police officers are ordered to tighten control over dysfunctional families. This is where it gets particularly difficult. If, during the school year, the children of these parents are at least for a certain time under the supervision of teachers, they are left to themselves in the summer. I would like to appeal to parents with a request: do not leave children unattended on the street and, if possible, attach an information strip to their clothes with the address and telephone number.

Protect your rights

Many children aged 14 and over take advantage of their summer holidays to earn money to buy a new smartphone or to help their parents. Finding a job for teenagers in Bishkek is not so difficult. The problem is different: they often encounter dishonest employers.

“Last year I had a sad experience,” eighth grader Sergei Poshivailo told RG’s correspondent. – I have long dreamed of saving for a tablet. I was offered a job as a courier in one of the companies. After a month of work, I was fired. I was told later that a relative of the director, who came from the village, had been taken in my place. The most annoying thing is that nobody paid me, because they hired me without a contract – on parole. And on other terms they didn’t want to take it.
“The problem is that adolescents themselves do not know that they are protected by law”, explains the head of the Service for Control and Monitoring of Labor Legislation of the Ministry of Labor and Social Protection of the Republic Kyrgyz, Cholponkul Madyarov. – The labor legislation of the republic contains special requirements for the work of minors and even provides for sanctions in case of violation of their rights. On our side, we will require employers to enter into contracts with their employees. We hope for the help of the relatives of the young workers. By the way, parents would be delighted to visit the workplace of their son or daughter. This disciplines the employer and the teenager will feel more confident. I understand that it is too difficult to officially register a minor for a job, but the law is mandatory for everyone.

Boarding houses and guesthouses in Issyk-Kul lead in terms of the number of violations of the labor rights of minors. Teenagers are most often hired as servants, waiters or cooks. However, often no contract is concluded with them.

Water procedures

In Bishkek, the preparation of the Komsomolskoye and Pioneerskoye lakes in Karagacheva Roshcha for the swimming season is being completed. Currently, work is underway to clean the bottom and the settling ponds. After their completion, employees of the Center for State Sanitary and Epidemiological Surveillance of the Ministry of Health of the Kyrgyz Republic will take water samples.

In the meantime, the private swimming pools are already welcoming the first visitors. True, this year the cost of such pleasure is significantly higher than in 2022. If last year you had to pay from 240 soms per hour, then in 2023 the minimum price will be 300 soms.
