The State Duma is against the new law on OSAGO

Representatives of the State Duma Committee on the Financial Market supported the rejection of the bill on linking OSAGO policies to the driver. Yaroslav Nilov, deputy chairman of the LDPR faction, announced this on his Telegram channel.

According to the bill, drivers will have the right to choose – to buy an OSAGO policy, which will be either linked to a vehicle or not linked to it. In the latter case, the insurance covers any vehicle driven by the beneficiary. Currently the OSAGO policy is tied to a specific car.

“We plan to convince deputies convincingly in the plenary hall. Otherwise, our drivers will have no choice: either on wheels or on foot,” Nilov wrote.

According to some experts, linking OSAGO policies to the driver can increase the level of discipline on the roads and reduce the number of accidents. However, other experts point out that this approach can increase the cost of insurance for certain categories of drivers, such as young people or those who have an increased risk of having an accident.

Some State Duma members favor maintaining the current procedure for tying OSAGO policies to a specific car, citing that it helps prevent abuse of insurance payments.

In any case, the final decision on this bill will be made after its consideration in the State Duma.


Earlier, Yaroslav Nilov said that a new draft law will be submitted to the State Duma, which provides for the establishment of liability for dangerous driving.
