Many will be surprised to learn that in Russian legislation there is a fine of two thousand rubles for living without registration.
True, there is a reference in the punishment saying that only those who have not reported this information to the relevant authorities can be fined.
However, a group of deputies believes that two articles of the Code of Administrative Offenses: 19.15.1 (“Residence of a citizen of the Russian Federation at the place of stay or at the place of residence in a residential building without registration”) and 19.15.2 (“Violation of the rules for registration of a citizen of the Russian Federation at the place of stay or at the place of residence in a residential area”) have long lost their relevance.
The draft law submitted for consideration by the State Duma of the Russian Federation indicates that many citizens have been living for years and decades without a residence permit – for example, in the apartments of their relatives. And there’s no crime in that.
Therefore, parliamentarians consider it necessary to remove this outdated element of “serfdom” and protect Russians from possible sanctions.
