In September last year, I commissioned the National Agency for Architecture, Construction and Housing and Communal Services to prepare restoration projects for the damaged houses. A week ago, he presented me with a new housing project. It is estimated that about 5.5 million soms were needed for the construction of each house. After that, I gathered experts from departments and private companies and pointed out that the announced 5.5 million is very expensive and that I do not like the estimates of officials who are used to making money to the detriment of the budget. I asked them to calculate the amount needed to build a house.
Two days later, they brought me a new quote. 3.3 million soms were needed for a house. I asked them to start construction immediately without interfering in the process of the mediators.
In fact, we saved 2.2 million soms per household. Calculate yourself, we will build about 500 houses in Batken. By saving 2.2 million soms each, we were able to save more than 1 billion soms in the budget. If we immediately trusted Gosstroy, the money would be distributed among certain intermediary people and companies. They took the money from their hands, accused Kanybeka Tumanbaeva of it and launched an information attack against her.

I will also talk about the program “My house – 2021-2026”. It aims to provide our citizens with homes for a mortgage period of 20 to 25 years. We allocate money from the budget for two years. It turned out that the state mortgage corporation purchased residential real estate for program participants at $750 per square meter. We stopped it, accelerated the construction of our houses and started moving forward. Today, a square meter of living space costs 750 or 550 dollars. As for OSAGO, this project started in 2015. After studying all the details, we postponed the deadline for its introduction. Now it’s ten. In addition, the state should implement this project itself. No private party can be given. Now people no longer believe in the private sector. People think this company is owned by an official, so they oppose it. I will personally oversee this project, improve it and get people to voluntarily switch to insurance. Because this project, in principle, is very useful for the people themselves. Cars are insured in all developed countries. Only the insurance must be done correctly, fairly and honestly. It takes time to understand all the rules. If all goes well, then maybe it will be possible to give permission to private organizations. Then people will have a choice: either insure the car with a public company or with a private company.
