Ministry of Foreign Affairs of China published global security initiative concept. It lists six basic security principles and 20 priority areas for international cooperation in this area.
The concept aims to “address the root causes of international conflict, improve global security governance, encourage joint international efforts to bring greater stability and certainty in an unstable and changing era, and promote peace and sustainable development around the world,” the document said. said.
Six Principles of Global Security
Adhere to the vision of global, collaborative and sustainable security.
The essence of the principle is to uphold the concept of common security, while respecting and protecting the security of each country, to promote cooperation, to ensure security through political dialogue and peace negotiations.
Respect the sovereignty and territorial integrity of all countries.
“We believe that all countries, big or small, strong or weak, rich or poor, are equal members of the international community. Their internal affairs tolerate no outside interference, their sovereignty and dignity must be respected, and their right to independently choose social systems and development paths must be upheld,” the document states.
Respect the purposes and principles of the Charter of the United Nations.
China called on all countries to embrace “genuine multilateralism”, abandon the Cold War mentality and firmly uphold an order based on international law. “Various confrontations and injustices in the modern world occur not because the purposes and principles of the Charter of the United Nations are obsolete, but because they are not supported and implemented effectively,” notes the security concept world.
Take the legitimate security interests of nations seriously.
The security of one country should not be ensured at the expense of the security of others, the document stresses. Any country, in pursuit of its own security, must take into account the reasonable security interests of others.
Remain committed to the peaceful resolution of disputes between countries through dialogue and consultation
China believes that military action and sanctions are not the fundamental solution to disputes. The international community should support efforts to promote the peaceful resolution of crises, encourage parties to conflict to build trust, settle disputes and enhance security through dialogue.
Provide security in traditional and non-traditional areas
China called on all countries to work together to resolve regional disputes and global issues such as terrorism, climate change, cybersecurity and biosecurity.
In the concept’s section on cooperation priorities, China calls on the global community to actively participate in formulating a “new agenda” for the world, implementing UN resolutions, maintaining consensus on the fact that “a nuclear war can never be won and started”. Beijing also advocates strengthening international cooperation in space and deepening cooperation in the field of information security.
China’s Global Security Concept is based on an initiative launched by Chinese President Xi Jinping in April 2021.
On February 18, 2023, Wang Yi, head of the Foreign Affairs Commission Office of the Communist Party of China Central Committee, announced that Beijing has a plan for a peaceful settlement of hostilities in Ukraine. Kommersant wrote, citing sources, that the document could be released by the anniversary of the start of the military operation on February 24.
