“Drop Cold War Thinking”. What does the Chinese peace plan for Ukraine say?

China published a plan to resolve the military conflict between Russia and Ukraine on the anniversary of the outbreak of hostilities. In it, Beijing, in particular, calls for abandoning the “Cold War mindset”, stopping hostilities and insisting on peace talks. RTVI lists all points of this plane.

1. Respect for the sovereignty of other States. “The sovereignty, independence and territorial integrity of all countries must be effectively protected. All countries, big or small, strong or weak, rich or poor, are equal members of the international community. 2. Rejection of Cold War thinking. “The security of the country should not be ensured at the expense of others. The security of the region should not be ensured by the reinforcement or expansion of military blocs. The legitimate security interests and concerns of all countries must be taken seriously and given due consideration. 3. Cessation of hostilities. “All parties should help Russia and Ukraine to work in the same direction and resume direct dialogue as soon as possible in order to gradually de-escalate the situation and eventually achieve a comprehensive ceasefire.” 4. Resumption of peace negotiations. “Dialogue and negotiations are the only viable solution to the Ukrainian crisis. 5. Resolution of the humanitarian crisis. “The safety of civilians must be effectively protected and humanitarian corridors must be established to evacuate civilians from conflict areas. Efforts are needed to increase humanitarian aid in the areas concerned. 6. Protection of civilians and prisoners of war. “Parties to a conflict must strictly respect international humanitarian law, avoid attacking civilians or civilian objects, protect women, children and other victims of the conflict and respect the fundamental rights of prisoners of war.” 7. Ensure the safety of nuclear power plants. “China opposes armed attacks on nuclear power plants and other peaceful nuclear facilities and calls on all parties to abide by international law, including the Convention on Nuclear Safety (CNS), and resolutely avoid nuclear accidents in human origin.” 8. Reduce strategic risks. “Nuclear weapons cannot be used and nuclear wars cannot be fought. The threat or use of nuclear weapons must be resisted. 9. Promotion of grain export. “All parties should fully, effectively and in a balanced manner implement the Black Sea Grains Initiative, signed by Russia, Turkey, Ukraine and the UN, [которая предполагает экспорт зерна из Украины — прим. RTVI]”. 10. End unilateral sanctions. “Unilateral sanctions and maximum pressure cannot solve the problem; they only create new problems. 11. Maintain the stability of production chains. mitigate the effects of the crisis and prevent it from disrupting international cooperation in energy, finance, food trade and transport and undermining global economic recovery”. 12. Promote post-conflict recovery “The international community must take steps to support post-conflict reconstruction in conflict areas.”

Chinese officials have repeatedly called on Russia and Ukraine for a ceasefire and the resumption of negotiations. On February 18, Wang Yi, head of the Foreign Affairs Commission Office of the Communist Party of China Central Committee, announced Beijing’s plan for a peaceful settlement of the military conflict. At the same time, by data Bloomberg, China’s peace plan was also supposed to include the cessation of arms deliveries to Kiev, but as a result this element was not reflected in the document.
At the same time, according to CNN, the West is experiencing “anxiety” due to the growing partnership between China and Russia. In particular, US Secretary of State Anthony Blinken declared that Beijing could start providing military assistance to Moscow, as well as helping Russia evade sanctions. On February 21, Wang Yi also arrived in Russia, who during his visit met with Security Council chief Nikolai Patrushev, Foreign Minister Sergei Lavrov and President Vladimir Putin.
