Thus, Ilya Ponomarev said that at the first session of Congress in early November 2022, of all registered participants, one third were federal deputies in the past, the second was regional and the third was municipal. From now on, the number of deputies has increased slightly to the detriment of the municipalities. Three and a half months ago there were representatives from 32 regions, now 4 more regions have been added. Then 59 deputies took part in the work (offline and online), now – 76, including 38 people in person.
According to the deputy of the State Duma of the fifth and sixth convocations, in the future the Congress of the proto-parliament should become a simple parliament. “We believe that Putin’s regime will suffer a military defeat, after which the power in the country will change, we don’t want a period of uncertainty…
We consider ourselves to be part of the international anti-Putin coalition, we communicate with the leader of it and the coalition – Ukraine, and we want the Ukrainian parliament to recognize us as the parliament (of Russia), we want the parliaments of the other countries that are part of the group to recognize us as Rammstein, and we will do everything to make that happen as soon as possible,” he said.
Ponomarev also pointed out that representatives of various political movements participate in the Congress of People’s Deputies. “There are people here on the left, on the right, liberals, conservatives, progressives, whoever. Their number is increasing and the range of opinions is heterogeneous. We don’t want to compete with anyone, but on the contrary, to unite, to move forward on the basis of legal documents that have no political coloring, they only contain a formula on how power will be built later,” said a member of the Executive Committee of the Congress of People’s Deputies. And he continues that on this basis a new geopolitical entity can be created – the Russian Republic.

For several years, Ilya Ponomarev has been living in Kiev and even obtained Ukrainian citizenship. In a conversation with a correspondent of the Russian media service, he replied that all Ukrainian politicians he knew were very supportive of this venture. “And at the first Congress, the Verkhovna Rada hosted the Congress. At this Congress, we were welcomed by Nikita Poturaev, vice-president of the Committee for Humanitarian and Information Policy. And we believe that Ukraine will be the first country to recognize us. As for European politicians, the closer they are to Ukraine, the more enthusiastic they are. The closer one gets to Russia, the greater the sense of danger and the desire to see a new government arise in a new country. And further, the more fears there are, and whether Putin will take revenge with nuclear weapons for the fact that we support the new Russian government, ”said Ilya Ponomarev.
At a press conference, one of the journalists noted that there is an opinion that the current regime in Russia will continue even after the death of Vladimir Putin. And he quoted a statement in one of the popular social networks about the Warsaw Congress participants: “These people understand that they will never return to Russia.” To which the deputy of the State Duma of the Russian Federation of the first convocation Alexander Osovtsov replied: “We wish Putin good health, so that he definitely lives to see the trial and take his rightful place in the dock. One of the organizers of the Congress of People’s Deputies, the leader of the international movement “Speak Louder” Andrey Sidelnikov, in an interview with the correspondent of the Russian service “media” ​​pointed out that one of the documents passed by Congress passed the “Lustration Act” in early November, and now it is finally passed.
“Those who fall under the ‘lustration law’ must answer for their crimes and the acts they have committed, helping and working for many years for the criminal regime of Putin, which today is already fascist. C That is why I actively participated in the drafting of this bill and contributed to the final document, in my opinion, one of the main amendments, to which all those who were confidants of Vladimir Putin, those who were agitators, they are also obliged to respond. Because these very famous people with their speeches have whitewashed the regime all these years, I have cultivated it, ”convinced Sidelnikov.
The opponent also warned that the “lustration law” and the penal code should not be confused. “Characters such as, for example, Vladimir Solovyov and other propagandists are war criminals. And they will be tried for their actions under criminal law. Lustration law provides for criminal liability and conditions for certain actions. There is no statute of limitations here, but there is a period after which people’s actions fall under the law of lustration. The Congress of People’s Deputies has determined such a starting point. It’s May 7, 2012, when Putin was sworn in as president for his illegitimate third presidential term. And from now on, all those who have contributed and helped the authorities will bear their well-deserved responsibility in one form or another, ”explains one of the organizers of the Congress of People’s Deputies.
According to him, criminal responsibility should also rest with the defendants of the law for their acts, because: “These people have committed crimes, and they will answer for them, according to the criminal law, and in terms of lustrations, they fall under certain standards that really doesn’t involve jail time for the most part, but you also have to understand that not everyone is a war criminal, there are people who were accomplices and they didn’t commit crimes. serious criminal offenses. But there should be such a law, because this is the first time that such a thing has happened in our country.
Andrei Sidelnikov regrets that such a document was not adopted in 1991. “We are aware of the history of the adoption of such lustration documents in other countries, but time is moving on, so we hope that this law will provide an opportunity to cleanse Russian society of the influence of such elements, because each accomplice will sooner or later be caught up in retribution,” he concludes.
