As an example, Kazakov cited the governor of the Chernihiv region, Nikolai Maklakov, who rose to the rank of interior minister thanks to his amorous panther dancing in honor of Tsar Nicholas II. The politician called the incident a personnel and administrative crisis, which is still observed today. However, he expressed hope that modern Russia would not repeat the fate of the Russian Empire because of this.
