Germany: The number of part-time workers reaches a record high

In Germany, the number of people working part-time continues to increase. Even between February (220,000 people) and January (203,000) 2023, the difference is already clearly visible, according to the Institute for Economic Research (ifo Institute), the highest figure since June last year. Thus, the share of part-time employees in February fell from 0.6% to 0.7%.

“The increase in the segment represented by people working in Kurzarbeit mode reflects the current mild winter recession,” said ifo labor market researcher Sebastian Link.

The industry particularly affected

In general, part-time workers were concentrated in industry. According to the ifo Institute, after the 155,000 people in January, their number rose to 161,000 in February, a share of 2.3%.

At the end of February, 4.9% or 46,000 workers were affected in the automotive industry, 6.7% or 24,000 workers in the textile, leather and paper industries. According to the ifo Institute, 5.8% or 16,000 people were employed in metal production and processing under the Kurzarbeit regime. In construction, the share of such workers was 0.9% or 16,000 people, in trade – 0.4% or 17,000 employees.

The figures given are based on estimates by the ifo Institute and data from the Federal Employment Agency.

A year ago, in February 2022, the number of people working under the Kurzarbeit regime was 803,000, or 2.4% of the entire workforce. At its peak, during the Corona crisis in April 2020, 6 million people, or 17.8%, worked part-time.
