His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, presided over the regular meeting of the Council, held this morning, at its headquarters in the Amiri Diwan. After the meeting, His Excellency the Minister of State for Cabinet Affairs said the following:
At the beginning of the meeting, the Cabinet praised the great success achieved by the Fifth United Nations Conference on the Least Developed Countries, which was held in Doha from 5 to 9 March under the chairmanship of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of Qatar. "God save him"And with a wide and high level international participation.
The Council affirmed that the frank, rich and constructive discussions that the conference witnessed over a period of five days, which culminated in the Doha Political Declaration and the adoption of the Doha Action Program 2022-2031 towards the 46 least developed countries in the world, gave 1.2 billion people living in the least developed countries a new hope in life. A better, more stable and prosperous future and respect for peoples’ aspirations.
The Cabinet renewed the State of Qatar’s welcome to the Kingdom of Saudi Arabia and the Islamic Republic of Iran reaching an agreement to resume their diplomatic relations, reopen their embassies and representations within a maximum period of two months, activate the security cooperation agreement between them, and the general agreement for cooperation in the field of economy, trade, investment, technology, science, culture, sports and youth.
The Council affirmed that the State of Qatar, which has always sought to resolve differences between countries through dialogue and diplomatic means, considers this agreement an important positive step that contributes to strengthening the security and stability of the region and achieving the aspirations of its people.
After that, the Council of Ministers considered the topics on the agenda as follows:
First – Approval of a draft decree specifying the date for the election of members of the Central Municipal Council. Second – Approval of a draft cabinet decision to form two committees to value real estate expropriated for the public benefit and assign their terms of reference. The first committee undertakes the evaluation of real estate located within the borders of the cities of Doha and Al Rayyan, and the second undertakes the evaluation of real estate located within the borders of other cities and villages. The two committees undertake the exercise of the competencies and tasks stipulated in Law No. (8) of 2022 regarding the expropriation and temporary appropriation of real estate for the public benefit, and the regulations and decisions issued in implementation thereof. Third – Approval of a draft memorandum of understanding between the World Intellectual Property Organization (WIPO) and the State of Qatar regarding small and medium-sized companies. Fourth – The Council of Ministers reviewed the semi-annual report of the Committee for Regulating Non-Qatari Ownership and Usufruct of Real Estate, and took the appropriate decision regarding it.
