Recall, according to the document, that the Secretary General of the United Nations, António Guterres, was asked to entrust the creation of an independent international commission to carry out a thorough, transparent and impartial investigation into all aspects of the act of sabotage of Russian gas pipelines. This included establishing the authors, sponsors and organizers of the sabotage, as well as their accomplices.
In particular, it was assumed that to achieve the stated goals, Guterres had to submit recommendations within 30 days regarding the creation of a special commission of inquiry, as well as proposals for the selection of its members.
The text of the resolution calls on states conducting national investigations into gas pipeline explosions to fully cooperate with and share information with the commission and other interested parties.
Previously, the representative of the UN Secretary General, Stefan Dujarric, said that António Guterres would comply with the decision of the UN Security Council to investigate the Nord Stream explosions, if accepted.
Meanwhile, the Nord Stream gas pipelines exploded at the end of September 2022. As a result of the sabotage, the infrastructure broke down. It has not yet been possible to establish exactly who did this.
However, in early February, Pulitzer Prize-winning American journalist Seymour Hersh published an article about his investigation into the Nord Stream attacks. In particular, he refers to how the United States conducted a covert naval operation to destroy the pipeline. According to Hersh’s investigation, during the NATO Baltops exercises in the summer of 2022, American divers planted explosives under the Nord Streams, which the Norwegians activated three months later. According to Hersh, the decision on the operation was made by US President Joe Biden, after nine months of consultations with administration officials dealing with national security issues.
