The latter, according to the decree, include, firstly, a document confirming the receipt of education (not less than 9 classes) on the territory of the country that was part of the USSR before September 1, 1991, or in the Federation of Russia after September 1, 1991.
Second, a document on education issued in a foreign country in which Russian is the state language.
Third, the decision of the commission on the recognition of a compatriot who speaks Russian at a sufficient level, adopted by the results of the interview.
There is a clause in the presidential decree dedicated to the review board. The structure is formed by the Ministry of Internal Affairs of the Russian Federation or territorial departments. The order of its work is determined by the Ministry of Internal Affairs and the Ministry of Education of Russia.
To pass an interview, compatriots who are outside the Russian Federation submit an application to the relevant representative office of the Ministry of Internal Affairs of the Russian Federation abroad. Determination of the level of proficiency in the Russian language is carried out by videoconference.
In person, as stated in the decree, interviews are conducted by compatriots “permanently residing in foreign states who commit hostile actions against the Russian Federation … who have arrived in the territory of the Russian Federation and have been recognized as refugees or have been granted temporary asylum.”
The decree states that citizens of Russia, Belarus, Kazakhstan, Moldova and Ukraine are exempt from the requirement to confirm the level of proficiency in Russian.
At the moment there are no detailed explanations of how the document signed by Vladimir Putin will be implemented. At the representative office of the Ministry of Internal Affairs of the Russian Federation on migration issues in Kyrgyzstan, the correspondent of “RG” undertook to provide information on this subject later.

Over a million members
In 2023, the state program of assistance for voluntary resettlement in Russia of compatriots living abroad turned 17 years old. According to official data, since 2006, more than a million people from dozens of countries around the world, including Kyrgyzstan, who moved to the Russian Federation, have become its participants.
The program has since been modified several times to make it more user-friendly. So, in 2020-2021, Vladimir Putin signed the relevant decrees, following which participants are now entitled, for example, to compensation for the cost of transportation of personal property, including motor vehicles, and to pay various state duties when processing the necessary paperwork.
The latest version of the state program is available on the Internet on specialized sites that publish the texts of legal documents adopted in the Russian Federation. “RG” will recall some of the rights of participants in the state program of assistance with voluntary resettlement in the Russian Federation.
The car is only one
One of the most frequently asked questions by potential participants of the state program: is it possible to transport a personal car to Russia and then re-register it without paying customs duties? Answer: You can, but there are conditions. First: the vehicle must be registered to the owner-migrant in the state of his previous residence no later than 12 months before the date of the move. Secondly, such a preferential procedure is valid only for a car and a trailer for it.
Reduced price
The next preference is a preferential tax rate on income from professional activity during the first six months of residence in the Russian Federation. It is 13% if the total amount received does not exceed or is not equal to five million rubles. At the same time, according to the Ministry of Internal Affairs of Russia, participants of the state program can work in the Russian Federation without an appropriate permit or patent.
What about citizenship?
A voluntary migrant has the right to obtain Russian citizenship in a simplified way. In addition, this can be done immediately after the issuance of a temporary residence permit (TRP). There is no need to wait for a residence permit – the second mandatory document after the RVP.
Land in the Far Eastern Federal District
Participants of the state program can receive a plot of up to one hectare free of charge. But only if they decide to move to such subjects of the Russian Federation as the Republic of Buryatia, the Republic of Sakha (Yakutia), Zabaikalsky, Kamchatsky, Primorsky, Khabarovsk Territories, Amur, Magadan, Sakhalin , the Jewish Autonomous Regions, the Chukotka Autonomous Okrug.
Reimbursement of expenses
Russia guarantees social support to voluntary migrants in the form of compensation for the cost of transporting personal belongings and state fees for administrative formalities; the so-called lifting allowances, which are paid after moving for housing (their amount depends on the level of subsistence in the constituent entity of the Russian Federation); benefits for a period not exceeding six months in the absence of earned income; housing assistance for the purchase or construction of a dwelling.
Only participants in the State program who have traveled to the so-called territories of priority importance can receive the latter. These all include the same Republic of Buryatia, Republic of Sakha (Yakutia), Trans-Baikal, Kamchatka, Primorsky, Khabarovsk Territories, Amur, Magadan, Sakhalin, Jewish Autonomous Regions, Okrug Autonomous Chukotka.
All these support measures for voluntary migrants in Russia are planned at the federal level. But there are also regional programs to support voluntary migrants, aimed, as the Ministry of Internal Affairs of the Russian Federation points out, at organizing and securing people’s lives.
For example, in February 2021, such a document was adopted for the next five years in the Yaroslavl region. The visit of compatriots – the program refers to 1,750 migrants – will help the region reduce the shortage of skilled labour. Regional authorities, in turn, undertake to create the conditions for them to quickly adapt to life in a new place. A total of 3.2 million rubles should be spent on the implementation of the program.
