Marina Sapozhnikova, a lawyer from Novosibirsk, spoke about the responsibility that citizens will have in case of failure to appear at the office of registration and military enlistment after receiving an electronic summons. On this subject informed Bb.fm. On April 11, the State Duma adopted a law on electronic subpoenas that will go through the portal of state services.

“Indeed, the amendments to the law provide that the summons can now be delivered not only personally to the conscript, as was the case previously, but also by sending a registered letter with notification instead of ‘registration or stay, as well as by posting a notification in the personal account on “Utilities”, recalled Sapozhnikova.

The summons will be considered served from the moment it appears in the personal account. In case of non-appearance at the military registration and enlistment office, a number of restrictions may be imposed on a citizen, including a ban on traveling abroad and driving a car.

“It also provides for administrative liability (21.5 of the Code of Administrative Offenses of the Russian Federation) for non-compliance with the requirement for military registration, which provides for a fine of 500-3 thousand rubles. Probably, the responsibility will also be reconsidered, ”added Sapozhnikova.

According to the bill, citizens who were not on the agenda within 20 days will also be banned from receiving loans and registering real estate. In addition, it is planned to create an electronic register of subpoenas – the subpoena will be considered served after seven days from the date of its publication in the register.
