The Federation Council approved the law on a unified register of conscripts

On April 12, the Federation Council approved changes to the law that would create a register of those liable for military service and introduce electronic subpoenas and restrictions for draft dodgers.

163 senators voted in favor of the bill and one voted against.

It is specified that the invitation will be sent in writing and duplicated in electronic form.

The electronic notice is deemed served from the moment it is put online in the personal space on the site of the State services or on another “relevant information medium, in the information system”.

If the summons is not served in writing or electronically, it is served seven days from the date of its entry in the summons register.

These rules apply both to conscripts and to all Russian citizens subject to military service.

Federation Council Speaker Valentina Matviyenko called society’s strong reaction to the law on electronic subpoenas and the conscript register a “legislator’s mistake”.
