Can a Russian become independent in Belarus?

“I moved to my aunt in Vitebsk. I think to live here in the summer, so maybe I will stay. By profession I am an art teacher, in my free time I paint dishes, draw pictures, paint scarves and stoles. Tell me if I can, until a residence permit is issued, become self-employed or a craftsman and sell your products? Thank you, Violetta T.”

Forced to bother you. In Belarus, foreign citizens and stateless persons temporarily residing in the republic cannot be self-employed.

In your case, you have the right to carry out, under special permits issued in accordance with legislative acts, a one-time sale of your products – works of painting, graphics, sculpture. In addition, foreigners can sell folk art crafts and culture and beekeeping products. However, this cannot be done for more than five days per month.
If you get a permanent place of residence in Belarus, you can become a craftsman – this is one of the forms of self-employment (regulated by the Decree of the President of the Republic of Belarus N 364). Artisans in Belarus are people who make and sell goods with their own hands, as well as provide services using manual labor. Artisans are not allowed to hire employees. To become one is quite simple, you need to contact the tax office at the place of residence and write a corresponding application.

As a craftsman, you will be able to sell your products yourself at the various fairs, markets and other places established by the authorities for this purpose. You will be able to conclude sales contracts with individual entrepreneurs and legal entities, advertise your products on the Internet and send them to the buyer by any type of delivery. You can also participate in teaching activities. True, no more than three students can teach their craft at the same time, and only for free, but all student products during the training will be considered the property of their teacher.

The Russian government, on an experimental basis, from March 1, 2023, granted the right to free travel to (individual) owners of electric vehicles, domestic and foreign, on federal toll highways until the end of 2023.

The experience will only affect travel on federal highways.
