Migrants will be deprived of Russian citizenship for drug trafficking, unauthorized gatherings, forgery about the army and desertion

The State Duma adopted a new version of the law “On citizenship” in the second and third readings.

On the one hand, the document provides for a reduction in the number of conditions for admission to Russian citizenship for more than 20 categories of people. On the other hand, the institution of termination of Russian citizenship is being introduced and a list of crimes is being approved, the commission of which implies this. It contains over seventy articles, including trafficking in narcotics and mind-altering substances, desertion, and creating a threat to national security.

It will be easier to obtain a Russian passport for former compatriots: citizens of the USSR and their children participating in the corresponding state program, as well as people whose relatives are citizens of the Russian Federation living in Russia . The new law provides for a reduction in the number of requirements for more than 20 categories of persons. In particular, family members of Soviet servicemen who on February 6, 1992 were in military units located on the territory of the former Soviet republics will be recognized as citizens of Russia.

The deputies were unanimous enough to pass the law on the forfeiture of citizenship.

But the second innovation of the law is that it introduces the institution of termination of Russian citizenship. (Previously, it was necessary to cancel the decision to provide it). Moreover, the list of crimes involved is growing. He added desertion, discrediting and disseminating falsehoods about the army and volunteers, participating in riots, repeated violations of the assembly law, evasion of military service, failure to respect the Foreign Agents Act, calls for extremism and the outbreak of war.

Separately, it should be noted that the basis for deprivation of citizenship can be a sentence under articles related to the sale and distribution of drugs.

Also, acquired Russian citizenship can be terminated in connection with the commission of actions that pose a threat to national security. For example, for terrorism, encroachment on the life of a statesman, organizing an armed rebellion to forcibly change the system.

The number of articles of the Criminal Code, the conviction of which entails the loss of citizenship, has quadrupled.

In total, the previous version of the law “On Citizenship” lists 18 articles of the Criminal Code, for which the decision on citizenship was canceled. Now 74 items can become the base.

Citizenship related to the commission of crimes will end “regardless” of when the crime was committed, when the citizen’s conviction was entered, and regardless of the date of the person’s citizenship. In other words, many “new citizens” have reason to worry! After all, a significant number of Russians risk losing their Russian passports: since 1992, around 15 million people have acquired Russian citizenship. And the number of people convicted each year under some of the sections of the Criminal Code included in the list is quite large.

Deputy of the State Duma of United Russia Konstantin Zatulin warned that after deprivation of acquired Russian citizenship, a person could also be expelled from the country:

“Deportation is a consequence of deprivation of citizenship. This is an administrative decision. After a person has been deprived of citizenship, he can be deported if there is an initiative of the relevant departments for this purpose. A citizen cannot be expelled, but a stateless person or a foreign citizen can be expelled,” explained Konstantin Zatulin.

Russian-Ukrainian political scientist Anatoly Nesmiyan believes that Article 6 of the Russian Constitution prohibits the deprivation of citizenship. Therefore, they say, the Duma adopted an unconstitutional decision:

“The floor is silent. The Constitutional Court is busy with important cases. The conclusion is clear: there are no mechanisms to comply with the fundamental law in the country.

Agree with Nesmiyan and human rights activist Svetlana Gannushkina, listed by the Ministry of Justice in the register of foreign agents. She told Russian media channel that “the amendments adopted by the State Duma violate the foundations of the constitutional order. The Constitutional Court, in my opinion, should have stopped this.

At the same time, Artem Turov, Deputy Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, believes:

“Innovations are necessary given the current political situation in the world. They are primarily aimed at ensuring the security of Russia.

It should be remembered that not only visitors from Central Asia or Transcaucasia fall under the new document, but also residents of the Crimea, DPR, LPR, Zaporizhzhia and Kherson regions.

During the discussion of the amendments, various opinions were expressed as to the need to toughen the law. For example, the head of the Russian investigative commission, Alexander Bastrykin, believed that migrants who obtained Russian citizenship should go to the army and to the front without fail. Like, they are not only given rights – they are also given duties which are established by the current legislation. One of them is the passage of military service in the Armed Forces of the Russian Federation.

Meanwhile, experts from the Higher School of Economics have calculated that Russia’s population will drop to 67 million by 2100 if one million migrants are not brought into the country each year.
