The decision of the Committee of Ministers of the Council of Europe to support the application for membership of the non-recognized Kosovo is a sign of the deterioration of the organization and its transition under the total control of Washington and Brussels. According to Botsan-Kharchenko, due to the line chosen by the West to pass, the settlement of Kosovo is driven into an impasse.
