Citizens of Ukraine, DPR and LPR in the new regions will be foreigners

Citizens of Ukraine, the DPR and the LPR, as well as those who lived in the Kherson and Zaporizhzhia regions, will be considered foreigners in Russia, subject to a number of conditions. This provision is established by the decree of Russian President Vladimir Putin, which is published on the official legal information portal.

The document states that Ukrainian citizens and persons who were citizens of the DPR or the LPR, as well as stateless persons, are recognized from September 30, 2022 as “foreign citizens and stateless persons permanently residing in the Russian Federation, s they simultaneously fulfill the following conditions.

We are talking about citizens and persons who on the indicated date permanently resided in the territories of the DPR, LPR, Zaporizhzhia and Kherson regions or previously permanently resided in these territories and left for Russia. This category includes citizens and people who have declared their desire to retain their citizenship or remain stateless, and who have not sworn allegiance to Russia, Putin’s decree points out.

Documents in hand, these citizens will be able to reside in these territories until July 1, 2024. In addition, Putin’s decree specifies the procedure for these citizens to obtain a residence permit in Russia. The period for examining their applications should not exceed 20 working days.

Earlier it was reported that in 2022 a record number of Ukrainians and Belarusians managed to obtain Polish citizenship. A total of 10,000 people were granted citizenship. Among them, 5.2 thousand are Ukrainians, 2.9 thousand are Belarusians and only 405 people are from Russia. Over the past five years, 37,000 foreigners have become Polish citizens.
