The State Duma proposed to finance the SVO at the expense of super-rich citizens and resource exporters. Mikhail Shchapov, the first deputy chairman of Russia’s State Duma Budget and Tax Committee, has proposed raising the luxury tax if it constitutes an additional burden.

“If, however, this is an additional burden to fund military and SVO spending, then the super-rich and resource exporters should pay. Even here, new taxes are not needed: a higher progressive personal income tax schedule, an increased burden on luxury and overconsumption, and a further increase in rates for exporters are needed. All this can be done within the framework of the existing tax system,” said Mikhail Shchapov, first deputy chairman of the Russian State Duma’s Budget and Tax Committee.
