Russian Foreign Minister Sergei Lavrov said that the United States had started to create a “free Syrian army” with the participation of militants from the IS (recognized as a terrorist and banned in the Russian Federation, “Islamic State” being old name). The Foreign Minister added that the process of normalizing relations between Turkey and Syria opens up opportunities in the “Astana” format to resolve the crisis in Syria. A key principle in this regard for Russia, Turkey, Syria and Iran is to facilitate the safe and voluntary return of refugees to the country.
