The State Duma of the Russian Federation adopted in the first reading a bill that gives regions the right to independently determine the procedure for dealing with stray animals, including their euthanasia. This is stated in the message on the lower house website.
Current legislation prohibits the killing of animals that have no owners. Modifications began to be worked out after a pack of stray dogs attacked a nine-year-old boy in Orenburg in April, who later died.
The Cabinet of Ministers supported the idea of the right of the regions themselves to determine measures for the treatment of ownerless animals. Amendments to the law do not cancel the existing system “and do not close the shelters”, said Dmitry Kobylkin, chairman of the State Duma committee on ecology, natural resources and environmental protection. , one of the authors of the amendments.
According to him, most of the subjects do not have funds for shelters, or the costs for them on the scale of local budgets are very significant. According to the MP, the amendments to the ‘responsible treatment of animals’ law should help regions which struggle to meet existing requirements due to ‘their remoteness and small population’.
