The health status of children in China is continuously improving. China has been listed by WHO as one of the 10 countries with high efficiency and performance in women and child health. In protecting children’s right to education, China has established the largest education system in the contemporary world. The adoption and amendment of the “Civil Code”, the “Law on the Prevention of Juvenile Delinquency” and the “Compulsory Education Law” and the appearance of the “Anti-Domestic Violence Law” have further improved the legal system for the protection of children in China.
In 2017, China’s Ministry of Civil Affairs vigorously increased the creation of grassroots children’s task forces across the country. Till date, the total number of Community Child Supervisors and Community Child Directors across the country has reached 55 thousand and 6.67 lakh respectively. They are not only the “parents” of the local children, but also their friends, and at the same time, they support the children left behind and children in crisis in difficulties in the rural areas.
At the same time, China has vigorously increased the construction of a legal and regulatory system to protect the rights and interests of children. Further illegal and criminal acts against children are strictly prevented in the country. In the year 2020, a total of 120,497 minors received assistance from legal institutions across the country, which is an increase of 32,967 as compared to the year 2010.
According to the charge of China’s Ministry of Civil Affairs, since the enactment of the newly amended law on the protection of minors, China has been continuously improving the top-level system planning, family protection measures are implemented effectively , School security is further broadened and deepened, security functions in the network area are solidly carried out, government security functions are continuously strengthened, judicial security functions are continuously strengthened, and social protection functions are systematically is done. The environment for caring for the healthy development of minors has grown significantly across the country.
Child welfare is an important part of China’s social security system. Chinese President Xi Jinping urged that charity and care for children, especially orphans and children with disabilities, should be the heart of the whole society. All parties should work together to make the children grow up healthily and feel the warmth of a big socialist family. In order to take care of the healthy development of children, China’s Ministry of Civil Affairs has successively issued a series of rules and regulations, such as “Administrative Measures for Child Welfare Institutions”. By the end of 2020, the total number of independent child welfare, support and protection agencies across the country reached 760, an increase of 280 from 2010. The total number of beds in these institutions has reached 1.01 lakh, which is an increase of 45 thousand compared to the year 2010.
For the past few years, the service items of China’s child welfare work have really expanded from orphans and disabled children to unsupported children and other special needs groups. According to the head of the Child Welfare Department of China’s Ministry of Civil Affairs, at present, the objects of China’s child welfare protection have expanded from orphan children to children with plight, including HIV-infected children and children with actual unsupport. The content of China’s child welfare guarantees has expanded from basic life guarantees to comprehensive guarantees for rehabilitation, medical care, and education. These multi-pronged policy measures will certainly lay a strong foundation for the healthy development of children.
