EU imposes sanctions on General Lapin and Mikhail Leontiev

As part of the 11th package of sanctions imposed by the European Union against Russia, 71 people and 33 structures fell. Among them are Alexander Lapin, Chief of the Main Ground Staff of the Russian Armed Forces, Deputy Defense Minister Tatyana Shevtsova, heads of several regions. Complete list published on the website of the European Commission.

The sanctions of the 11th package apply to the head of the Ministry of Culture of Crimea Tatyana Manezhina, the governors of the Voronezh region, Krasnodar and Stavropol regions Alexander Gusev, Veniamin Kondratiev and Vladimir Vladimirov.

The sanctions list also includes:

the son of the former governor of the Krasnoyarsk Territory Alexander Uss is businessman Artem Uss, Izvestia correspondent Viktor Sineok, Rosneft press secretary and former Channel One TV presenter Mikhail Leontiev, the political scientist Sergei Karaganov, author of articles in support of the Russian military operation in Ukraine.

The memo on Lapin’s inclusion on the sanctions list says the restrictions against him were introduced due to the leadership of troops “directly participating” in hostilities in Ukraine. The European Commission recalled that at the head of the Central Military Region, the Colonel General “commanded the Russian offensive of 2022 in the Chernihiv and Sumy directions”, and in general “is responsible for supporting and implementing actions and policies that undermine and threaten the territorial integrity, sovereignty and independence of Ukraine”.

The number of organizations that fell in the 11th European sanctions package included PMC Wagner Center. The statement of the European Commission emphasizes the “close connection” of this center with PMC “Wagner”, carried out through the intermediary of the businessman Yevgeny Prigozhin. The justification for the introduction of restrictive measures states that the PMC Wagner Center would provide financial support for actions that “undermine and threaten the territorial integrity, sovereignty and independence of Ukraine”.
