Co-author of the Russian Constitution and one of the founders of Yabloko Viktor Sheinis dies at the age of 93

Co-author of the Constitution of Russia and one of the founders of the Yabloko party, Viktor Sheinis, who died at the age of 93, reported on the Yabloko party website.

“On June 25, at the age of 93, Viktor Leonidovich Sheinis, a member of the Federal Political Committee of the Yabloko party, a deputy to the State Duma of the first two convocations, one of the authors of the Russian Constitution, died,” says the message.

Yabloko promised to announce the time and place of the farewell later. The causes and circumstances of death are not specified.

Sheinis was born in 1931 in Kyiv and graduated from the Faculty of History of Leningrad State University. In the second half of the 1950s, he worked as a teacher in a secondary school in Leningrad and did postgraduate studies at the Institute of Oriental Studies of the Academy of Sciences (AN) of the USSR.

In 1957, Šenis became one of the “The Truth About Hungary” articles criticizing the Soviet invasion of Hungary. For participating in the creation of this text in 1958, he was expelled from the Komsomol and from the doctoral school. After that, for six years he was a worker at the Kirov plant.

In 1966, Sheinis defended his doctorate in economics. In 1975-1977 he worked as a senior researcher at the Leningrad Institute of Social and Economic Problems of the USSR Academy of Sciences, in 1977-1992 he was a chief researcher at the Moscow Institute of World Economy and International Relations of the Academy of Sciences of the USSR. Sciences.

In 1990-1993, he participated in the drafting of the first Russian Constitution and the electoral legislation of Russia. In 1993, he participated in the creation of the Yabloko party, for 15 years he has been a member of its federal political committee. From 1994 to 1999 he was a deputy of the State Duma.

In March 2020, Sheinis signed an appeal to the Council of Europe with a request to carry out an urgent legal examination of the amendments to the Russian Constitution, which in particular annulled the presidential mandates of the head of state Vladimir Putin. In March 2021, the Council of Europe’s Venice Commission concluded that the amendments to the Russian Constitution disproportionately strengthened Putin’s position and abolished the system of checks and balances originally provided by the country’s Basic Law.
