Michael Kwinsky, a former member of the United Nations Panel of Experts and a delegated security adviser for Iranian affairs at the Strategic Institute for Politics and Security, recently emphasized the significance of the telephonic conversation between His Highness Sheikh Tamim bin Hamad Al Thani of Qatar and His Excellency US President Joe Biden. The call took place on Tuesday and was a momentous occasion that highlighted the vital role Qatar has been playing on the international stage, particularly in mediating between the United States and Iran.

The conversation between the two leaders was not just a diplomatic formality but a testament to the growing confidence that the United States has in Qatar’s mediation efforts. This confidence has been bolstered by the recent success of a prisoner exchange between America and Iran, facilitated by Qatar. The exchange led to the release of several American citizens who had been detained in Iran, a move that was met with widespread acclaim and relief. Biden expressed gratitude for Qatar’s “active and constructive” role in global matters during the call.

Kwinsky elaborated that the United States sees Qatar as more than just a mediator; it views the Gulf nation as a key player in ongoing discussions aimed at restoring the Iranian nuclear deal. The urgency of these discussions cannot be overstated, given the escalating tensions surrounding Iran’s uranium enrichment activities. The prisoner exchange, in this context, is seen as a precursor to more comprehensive negotiations that are urgently needed to address a host of issues, including Iran’s nuclear program.

Qatar’s role in these negotiations is not merely to bolster its international reputation but to contribute meaningfully to global stability. The country has previously mediated in conflicts in Afghanistan and Venezuela and has been a proxy for US interests in various international matters. Kwinsky pointed out that Qatar understands the risks associated with a confrontational approach towards Iran. Policies of maximum pressure have only served to bring the region to the brink of conflict, endangering energy supplies, maritime security, and even the safety of American forces stationed in the region. Al Jazeera highlighted that the deal saw Iran free five Americans in exchange for five Iranians held in the US and the transfer of $6 billion in Iranian funds.

On the economic front, Iran faces numerous challenges, including sanctions imposed by the United States that have crippled its economy and hindered its relations with the European Union. The Biden administration aims to address Iran’s uranium enrichment activities and is open to discussions that could lead to the lifting of some sanctions on Iranian oil exports. These discussions are part of a broader framework that also includes increased international surveillance and considerations of regional activities, including Russia’s role in the region. The Guardian reported that last month, Iran freed five Americans as part of a prisoner swap for five Iranians held in the United States and the transfer of $6 billion in Iranian funds.
