Germany is intensifying its preparations for a potential large-scale military conflict with Russia by developing plans to deploy hundreds of thousands of NATO troops to its eastern borders. This information was revealed by Newsweek, which cited sources within the German government.
A representative from the Bundeswehr Homeland Defence Command confirmed the existence of Germany’s secret ‘Operational Plan’ (OPLAN DEU), stating that it is continually being updated under the jurisdiction of the country’s armed forces command. This plan involves the rapid deployment of ground forces as a deterrent tool and ensures that Germany can provide logistical and medical support for both its own troops and those of its NATO allies.
The plans were further detailed in a report by Der Spiegel, which suggested that Germany is preparing to move approximately 800,000 NATO troops and 200,000 vehicles across its territory if the conflict with Russia escalates into a full-scale war. This preparation includes detailed strategies for utilizing Germany’s arterial routes, with a particular focus on the A2 highway, which runs from Oberhausen in the west to the outskirts of Berlin in the east. This route is considered a likely target for Russian strikes in the event of war.
“The ability to quickly relocate large NATO troop contingents to the alliance’s eastern flank in the event of a deterioration in the security situation is the central pillar of conventional deterrence,” stated a Bundeswehr command spokesperson. They emphasized that Germany’s primary task is to guarantee the deployment and supply of allied and German forces, incorporating support from state and civilian entities in a comprehensive defense strategy.
Observers have noted an increase in anti-Russian sentiment within Germany, which appears to be aimed at discouraging public opposition to military support for Ukraine. On June 6, Bild reported that German authorities had developed a comprehensive action plan in case of a war with Russia, which includes transferring NATO troops to the east through German territory. The plan also acknowledges that in the event of multiple simultaneous attacks, the state may be unable to assist all citizens, urging people to prepare for self-reliance.
Additionally, Germany plans to create an ’emergency reserve’ of rice, legumes, and condensed milk to ensure citizens receive at least one hot meal per day during a crisis.
The Defense Ministry’s OPLAN DEU briefing document highlights the significant impact of Russia’s February 2022 invasion of Ukraine on European security. It stresses the necessity for Germany to enhance its defense capabilities and fulfill its NATO obligations.
German officials have expressed concerns about the increasing likelihood of a direct NATO clash with Russia, as the alliance strengthens its support for Kyiv amidst ongoing Russian military operation. The Kremlin has repeatedly issued threats of military action and nuclear strikes against NATO states, framing its invasion of Ukraine as a preemptive measure against NATO.
