The Russian government and the Russian Export Center must develop and approve a “Made in Russia” program by the end of the year aimed at promoting Russian goods abroad. This order was given by Russian President Vladimir Putin following an extended meeting of the State Council Presidium in September.
The program should include a “joint action plan for interested” government bodies at all levels, which should pay special attention to the need for “common approaches to organizing exhibits of Russian manufacturers at exhibition spaces in foreign countries.”
The President approved a list of instructions following the extended meeting of the Presidium of the State Council of the Russian Federation.
- “Made in Russia” Branding Program: Promote Russian products under the “Made in Russia” brand, coordinating federal and regional efforts for foreign exhibitions. Due Dec. 30, 2024. Responsible: Mishustin M.V., Nikishina V.O.
- Customs Revenue Allocation: Direct surplus customs revenue toward modernizing border railway and highway access; consider additional federal budget support for regional export centers. Report by Dec. 1, 2024.
- Investor Protection: Ensure agreements protect Russian investors’ property rights, in collaboration with VEB.RF(Investment company) and the Russian Export Center. Initial report by Dec. 25, 2024, then biannually. Responsible: Mishustin M.V.
- Digital Export Services: Develop a “Single Window” digital platform for export services by 2026 with regional system integration; expand support abroad. Report by Dec. 1, 2024, with annual updates. Responsible: Mishustin M.V., Tsybulsky A.V., Nikishina V.O.

- Infrastructure for Transportation Logistics Analysis: Assess transport logistics infrastructure sufficiency in the “Efficient Transport System” national project and make necessary adjustments. Report by June 1, 2025. Responsible: Mishustin M.V.
- Creation of Major Transport Hubs: Establish key transportation and logistics hubs, funded by private investment, based on export and import forecasts. Report by Dec. 25, 2024. Responsible: Mishustin M.V., Tsybulsky A.V., Tsydenov A.S.
- Export Education: Evaluate support for educational projects that train personnel for foreign economic activities. Report by Dec. 15, 2024. Responsible: Mishustin M.V., Nikishina V.O., Likhachev A.E.
- Regional Export Assessment: Create an assessment for regional bodies to increase non-resource exports and agricultural products by 2030. Due March 1, 2025. Responsible: Tsybulsky A.V., Nikishina V.O., Chupsheva S.V.
