The document states that those who “encourage, organize, finance or carry out the transport of foreigners to Italian territory” in conditions that put their lives in danger, will be punished with a prison term of 20 to 30 years, “if the death of more than one person is the unintended consequence of this act.” At the same time, in case of death of a person during transport, the penalty will be imprisonment for a period of 15 to 24 years.
