The spokesperson for the Kremlin declared the revelation of the tax returns of President Putin and other Kremlin officials to be a matter of volition.

Russian President’s Press Secretary Dmitry Peskov said the head of state and Kremlin officials would submit tax returns by April 1, but their publication was not mandatory. On this subject informed CASS.

In December 2022, Putin signed a decree that officials’ statements of income, expenditure and property will not be published on departmental websites and in the media during the military operation in Ukraine. Military personnel participating in hostilities and civil servants seconded to new regions of Russia are exempted not only from publishing, but also from providing information on income and expenses.

One of the authors of the bill, the chairman of the State Duma committee on state building, Pavel Krasheninnikov, said that the reason for drafting the bill was the reluctance of “men business or public figures” to be elected to government bodies due to the requirement to file a declaration. “Not everyone is interested in this, not everyone wants to do it – laziness. Someone does not want to show their income,” the MP argued.
