A summons from the military registration and enlistment office is deemed to be given to the conscript by operation of law seven days after the date on which the document was entered in the summons register. Corresponding amendments have been made to the bill, which the deputies of the State Duma are due to consider today, April 11.
According to the initiative, the summons of the military registration and enlistment office will be considered received from the moment it is published in the personal account on the portal of state services. The new order should apply to all who are eligible for military service, not just conscripts. From the date of receipt of the summons and until the appearance at the military registration and enlistment office, it is planned to prohibit citizens from traveling abroad.
The authorities of the Russian regions intend to give them the means to impose additional restrictions on draft dodgers. There is talk of limiting the management of transport and its registration, of limiting the registration of an individual entrepreneur or the status of self-employed.
The Kremlin called the bill necessary for the digitization of military archives. They also noted that there is no question of a second wave of mobilization.
