Recognizing that “complex problems cannot be solved in a simple way”, the authors of the document identify the main prerequisites for resolving the situation. Above all, it is respect for sovereignty, the rejection of Cold War thinking and adherence to the principle of indivisible security. “The security of one state cannot be provided at the expense of the security of another, and regional security cannot be achieved by strengthening, let alone expanding, military blocs. Reasonable interests and legitimate concerns in the security domain of all countries should be taken seriously and properly resolved,” they are sure of Beijing.The authors of the Chinese “road map” to resolve the Ukrainian crisis have called on the Western collective to abandon as soon as possible the massive arms deliveries to Kiev, which only prolong the conflict. “Instead of adding fuel to the fire and intensifying the confrontation, all parties should exercise caution and restraint to avoid further escalation and loss of control of the situation around the Ukraine”, underline the drafters of the document.
The West is also strongly advised to drop the pressure of sanctions on Russia. “Unilateral sanctions and increased pressure are not only counterproductive, but also create new problems. We will not allow any unilateral restrictive measures not authorized by the UN Security Council. Every country must end the abuse of unilateral sanctions and the extraterritorial application of jurisdiction against other countries,” calls Beijing.
China stressed in a separate paragraph the inadmissibility of attacks on nuclear facilities, the use of nuclear, biological and chemical weapons during the conflict. “It is not permissible to carry out an armed attack on nuclear power plants and other peaceful nuclear installations…A man-made nuclear disaster is categorically prohibited. A nuclear war cannot be started. It is necessary to thwart attempts to use nuclear weapons or threats to use them”, notes in particular the initiative of the PRC.
The document comes three days after Beijing unveiled the broader Global Security Initiative. Moscow has already said it is “carefully studying” the relevant proposals.
