In the Federation Council, in the context of the vote for the suspension of Russia’s participation in the agreement between Russia and the United States on the reduction and limitation of strategic offensive arms, the mother of journalist Ksenia Sobchak , a native of Bryansk, Lyudmila Narusova, was the only parliamentarian who decided to ask a question.
The senator asked what was the difference between suspension and termination of the treaty.
– Does the suspension of this treaty mean that these weapons become only offensive? Does this give Russia the right to use nuclear weapons? Narusova got worried.
The parliamentarian recalled that when the treaty was concluded, it was stated that nuclear weapons had a deterrent effect.
Vice President Konstantin Kosachev explained to Narusova that the status of nuclear weapons is determined by the doctrine of the Russian Federation, which will not change, despite the suspension of the agreement.
The discussion on the renewal of the treaty is possible if the intentions of the other nuclear countries are clear and if the United States fulfills its obligations which have been violated.
