The transitional period in the bill implies that from January 1 to December 31, 2024, they will be called up for service from 19 to 30 years old, in 2025 – from 20 years old, from 2026 – from 21 years old.
The explanatory note indicates that an increase in the age of the project will allow “to exclude the appearance of schoolchildren and students in military commissariats to participate in activities related to the granting of a reprieve from conscription” during the educational process.
The innovations will also allow “to reduce the financial obligations of the federal budget for the organization and conduct of medical examinations of conscripts receiving general or secondary vocational education in the amount of more than 639 million rubles. during this year”.
“At the same time, the proposed norm will lead to a reduction in the number of citizens who can be called up for military service and sent to the general staff troops (forces). In view of this, as compensation, the bill also proposes to raise the upper limit of the age of conscription to 30 years (currently up to 27 years),” the document states.
At the end of 2022, Russian Defense Minister Sergei Shoigu spoke of the need to raise the age of conscription, suggesting raising the minimum age of conscription from 18 to 21 and the maximum from 27 to 30. years.
