Russian internal passport for compatriots living in Germany

On the website of the Consulate General of the Russian Federation in Leipzig leipzig.mid.ru within the framework of incoming applications, a survey is underway to determine the interest of Russian citizens living abroad in obtaining internal passports through consular offices.

The passport of a citizen of the Russian Federation (internal passport) is the main identity document of a citizen of the Russian Federation on the territory of the Russian Federation. All citizens of the Russian Federation who have reached the age of 14 are required to have a passport. At the request of a citizen, the relevant institutions write in the passport a note about his blood type and Rh factor, about registration and divorce, about children under 14 years old, about previously issued passports: internal and foreigners. Obligatory are marks when registering at the place of residence, when deregistering, as well as during military service. From July 1, 2023, a transition to electronic passports is planned, while these passports will be presented both in the form of a plastic card and a program installed on smartphones.

Currently, the issuance and replacement of passports is carried out by the territorial bodies of the Ministry of Internal Affairs of the Russian Federation at the place of residence, stay or application of citizens. Also, if there are agreements concluded with the territorial department of the Ministry of Internal Affairs of Russia on migration issues, the acceptance of documents for the replacement / issuance of a passport of a citizen of the Russian Federation can be carried out by multifunctional centers.

Passport Replacement produced in the presence of the following grounds: having reached the prescribed age (14, 20, 45 years); change by a citizen in the prescribed manner of the surname, first name, patronymic, change of information on the date (day, month, year) and/or place of birth; sex change; significant changes in appearance; unsuitability of the passport for further use due to wear, damage or other reasons; detection of inaccuracies or erroneous entries made in the passport.

The passport of a person residing outside the Russian Federation whose citizenship of the Russian Federation has ceased, as well as the passport of a deceased citizen outside the Russian Federation must be presented to the consular office of the Russian Federation of Russia in the host state. Diplomatic missions send them to the territorial bodies of the Ministry of Internal Affairs of Russia to the last place of residence or stay of these persons in the territory of the Russian Federation. You must contact the consulate immediately if you lose your passport.

Formally, a passport is not necessary for a citizen to acquire civic rights and be able to fulfill their duties. However, the absence of an identity card (internal passport) drastically reduces a citizen’s ability to exercise his rights, even if he retains a foreign passport, driving license or military identity card, allowing him to be uniquely identified. In particular, a passport is necessary for carrying out various transactions, receiving benefits and certificates.
