The Ministry of Education and Higher Education launched the new system for equivalency of university academic degrees, which means providing a prior approval service for Qatari students wishing to study outside the State of Qatar at their own expense, as well as a service for equivalence of university degrees for Qatari students who studied outside the country at their own expense and obtained prior approvals. As well as the service of authentication of university certificates for non-Qatari students.

Mr. Jaber Ahmed Al-Jaber, Director of the Department of Equivalence of University Academic Certificates at the Ministry, said, in an exclusive interview with Qatar News Agency (QNA), that one of the advantages of the new system is shortening time, accelerating work and achievement, avoiding errors and complaints, and allowing direct communication and correspondence with the cultural attachés of the State of Qatar abroad. Which has the same system, which reduces the stages of service involved.

He stressed that the idea of ​​prior approval aims to control the quality of university outputs for Qatari students, making the student qualified and a graduate of an academically recognized and prestigious university, and able to assume responsibility and compete in the labor market, which is in line with Qatar National Vision 2030, stressing that prior approval is the right of the student and in Valid.

He also indicated the administration’s keenness to communicate with the Cultural Attaché in any country to obtain a statement from it to address the university, center or educational institution in that country to inquire about any university degree and to ensure more about its validity in accordance with the controls and conditions of the system of equivalence of university academic degrees, provided that the university is listed In the list of universities in which it is allowed to study abroad, and also for the student to have prior approval, noting that there are now 1900 accredited universities to study abroad at private expense for Qatari students to obtain a bachelor’s degree, in addition to 1000 universities for postgraduate studies.

And whether the student had completed his university studies abroad without having prior approval, Mr. Jaber Ahmed Al-Jaber, Director of the University Certificate Equivalency Department at the Ministry of Education and Higher Education, explained to QNA that the technical committee for university certificates equivalency will study his case and the extent to which he fulfills the conditions. Required in such a case, indicating that the equation process is flexible, and to determine the location of the defect and then treat it.

He emphasized that the University Academic Certificate Equivalency Department is keen on the student’s interest and facilitating the procedures for him and detecting at the same time any fake and forged university certificates, which he said are now few in number, and that if they are discovered, their owner will be transferred to the Public Prosecution, while the treatments and solutions they take are reduced. The administration is aware of complaints, especially since it follows an open-door policy in this context with regard to students and their parents.

The Director of University Degree Equivalency Department at the Ministry of Education and Higher Education explained that the new system is now available on the public service portal on the Ministry of Education and Higher Education website, which makes it easier for all concerned parties to communicate and overcome any related difficulties and problems, unlike what was the case in the work of The old system was slow.

In a related context, he indicated that during the period from 2018 to 2021, 5,000 transactions related to grades and certifications were completed, in addition to 2,000 prior approvals for the same period, compared to 700 requests for prior approval in 2022 and 2,000 requests for grades and certifications. The new university system aims to increase the provision of services by 35 to 50 percent, as it contributes to the completion of the transaction within one minute instead of 25 minutes through the previous system.

Al-Jaber also noted that the administration has instructions for the necessity of re-equivaling any university degree in the country, whether for a citizen or a resident, if the concerned authority submits a request for that, indicating that the administration has received evaluation requests in this regard from several bodies, indicating that Qatari students who obtain their university degrees from Inside the country, they do not need to equalize it, nor to prior approvals as well, but only the certificate will be stamped, and non-Qatari students who apply for a job in the country in a governmental or semi-governmental agency, their certificates will be authenticated in terms of whether they are valid or not in order to control them with writing a note It indicates whether it was obtained through regular study or through affiliation which is not approved by them, or through distance study, so that the employer then decides whether or not to employ him.

He pointed out that the study system by affiliation has been rejected since 1998, but to find solutions to these cases, when the student applies for treatment, 25 percent of the number of hours required to obtain the certificate is calculated for him, provided that he completes the rest of the academic hours in any university listed on the study abroad lists.

At the end of his interview with Qatar News Agency (QNA), Mr. Al-Jaber reviewed many plans and programs to develop the work of the university education equivalency department, including training employees and raising their efficiency in their field of work and dealing with auditors, and in the field of human resources, certificate equivalency and solving student problems.
