Ukraine’s proposals – a roadmap to peace

The United States supports the Kiev Peace Framework, which requires the withdrawal of all Russian troops from Ukraine, and opposes alternative proposals that benefit Moscow.
So said US Secretary of State Anthony Blinken.
The head of the American diplomacy supported Kiev’s proposals during the virtual session of the Summit for Democracy, during which the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba, detailed in detail the 10 points of the plan.
Ukrainian President Volodymyr Zelenskyyy was scheduled to speak at the session, but he visited areas adjacent to the frontline.
“We should all be very aware that seemingly well-intentioned efforts, such as calls for a ceasefire, which could potentially freeze the conflict, would allow Russia to build on the gains made and simply use the time to rest and re-equip, only to then come back on offense,” Blinken said.
Blinken did not mention China directly, but the Secretary of State’s criticism was clearly directed against Beijing’s peaceful ideas.
“What looks very appealing on the surface – who doesn’t want the guns silenced? – can turn out to be a very cynical trap that you have to be very, very careful about,” said the chief of American diplomacy.
Blinken said the United States was committed to supporting “serious diplomatic efforts” that could lead to peace in Ukraine.
“We all know that for a world to be just, it must respect the principles that underlie the Charter of the United Nations: sovereignty, territorial integrity, independence,” explained the Secretary of State. “And for peace to be lasting, it must be such that Russia cannot simply rest, re-equip its troops, and then resume the war at a more favorable time for it.”
Blinken said Ukraine, under the leadership of President Zelenskyy, had presented a proposal that would allow such a peace.
“This proposal could end the war and save countless lives,” said the head of US diplomacy. “He restores the territory of Ukraine and respects its democracy. He will restore the country and its economy. It will ensure radiation protection and nuclear safety. It will respect the Charter of the United Nations and the will of the international community. And it will help millions around the world affected by Russian aggression.
Blinken recalled that in December, President Joe Biden received President Zelenskyy and they discussed the Ukrainian formula for peace at the White House.
“Today, we salute our fellow democracies who support Ukraine on the path to a just and lasting peace, because the future of Ukraine and the future of the international order on which peace and security depend are at stake,” Blinken said.
Kuleba stressed that the Ukrainian government and people will not accept partial measures.
“Russia must withdraw from every square inch of Ukrainian territory,” he said.
Blinken expressed support for this proposal.
“We are all committed to peace, but I believe we are all committed to a lasting and just peace that respects Ukraine’s sovereignty and territorial integrity,” he said.
The Secretary of State indicated that Ukraine has proposed “10 common sense principles that can serve as a roadmap to peace”.
