The State Duma will consider a new way to send subpoenas to the army

The State Duma Council returned for second reading the 2018 draft law, according to which a summons can be sent to conscripts by registered mail with return receipt to the place of residence and stay. The invitation will be deemed received on the day of delivery.

In addition, if the conscript did not receive a summons during the period of conscription for military service, during the next conscription he is obliged to report himself “to check military records”. If he fails to do so without good reason, then he will be considered a deviationist.

“Based on the decision of the Council of the State Duma to intensify work on the bills of previous convocations, and also due to the need to change the date of entry into force of this bill , which was originally April 1, 2022, it must be returned to the second reading procedure,” TASS quotes the head of the State Duma committee for the defense of Andrei Kartapolov.

The hon. member did not name the proposed changes to the bill.

Last week, a heated discussion erupted in Russia regarding the distribution of electronic subpoenas. Yuri Shvytkin, deputy head of the State Duma Committee on Defense, said the method would be equivalent to delivering the document in person for signature. Later, the information was refuted by Andrey Kartapolov and MP Alexander Khinshtein. The latter noted that, according to the law, a citizen is not required to have an account on state services, can delete an account at any time and is not responsible for it.
