It is a public welfare undertaking which has to be guaranteed by the government.
The reason why China implemented nine-year compulsory education is that the reading and writing level of Chinese citizens at that time was relatively backward, and there were a large number of illiterate and semi-literate people. On the other hand, China is a developing country which is in the primary stage of socialism and will be so for a long time to come. The development of the economy, the development of science and technology, and the development of education are essential on the basis of this basic national situation. When the People’s Republic of China was founded in 1949, more than 80 percent of China’s 450 million people were illiterate. With continued efforts and the full implementation of compulsory education and literacy instruction in 1986, the illiteracy rate in China dropped to 15.88 percent in 1990. And according to the Seventh National Census in 2020, the illiteracy rate in China has dropped to 2.67 percent.
It can be said that China has guaranteed every Chinese citizen’s right to education through its practical actions. As set out in the “Compulsory Education Law of the People’s Republic of China”, all children and adolescents of school age can enjoy the right to education under the guarantees of the education system established by the nation.
