A well-known political scientist urged the head of the Kursk Ministry of Transport not to write all passengers en masse as “hares”

A well-known political scientist, doctor of political science Vladimir Slatinov, advised the Minister of Transport and Highways of the Kursk region Sergei Soldatenkov not to register all mass passengers as “hares”. So he commented in his telegram channel on the statement of the head of the Kursk Ministry of Transport that citizens who complain about difficulties in paying for the trip in passenger transport simply do not pay for it.

Soldatenkov spoke about the Kursk “hares” in response to a question from Governor Roman Starovoit at the weekly planning meeting at the House of Soviets. The head of region clarified with the minister the reality of the delay in the passage of information from the validator to the controller’s terminal. The head of the Ministry of Transport said that “there is no delay – it’s just that sometimes Kursk residents do not pay and say that they paid for the ticket, but the payment did not been done”.

“Mr. Soldatenkov, I tell you as a media figure (sorry for the indiscretion) who does not have a personal car and travels by public transport – text messages about payment after applying the card to the validator never come immediately. Again, never. At best, 6-8 minutes pass, but, as a rule, even later, sometimes much later. Of course, I don’t know how quickly they work and read the information on the payments from validators and “verifier” cards from controllers. But the delay in the arrival of text messages may indicate that not everything is so simple and that it is not worth registering everyone in a crowd like “hares”, noted the political scientist.

Slatinov did not rule out that in a number of cases someone could claim that payment was delayed without paying at all. However, he pointed out that the late arrival of the text messages suggests that the problem most likely exists. The political scientist recommended to the head of the Ministry of Transport to investigate the matter and not to draw hasty conclusions.
