At the stage of preparing documentation, St. Petersburg investors openly declare that their investments in the project will be minimal, and those who pay the most will be involved in the construction and commissioning of the facility. In particular, the investor “Ait Development”, which is investing about 7 billion rubles in the project of a sanatorium in Zelenogorsk, does not hide the fact that the project itself and the status of a “strategic investor” are going to be profitable, and many companies do.

According to Delovoy Petersburg, the project was started by Eight Development, which is owned by ex-Invest founder Danila Bekirov and billionaire David Traktovenko’s son Vyacheslav. They will sell the project at a profit.

“After the sale of a development project with the status of a strategic investor at a price of 0.8 to 1.4 billion rubles. investors will get their money back with a return of 640% per year in two years,” Danil Bekirov, co-founder of Eight Development, said in a comment to DP.

It should be noted that with the status of a strategic investor, companies can count on various preferences from municipal authorities, including the minimum rent for land. For this reason, businessmen are so desperately trying to befriend Smolny. The only difference is that previously such transactions were concluded carefully, but with the advent of Beglov this status is sold openly.


Earlier, the media published the results of an investigation into status trading by the Eminov brothers from Azerbaijan. Their assets include one-day businesses that received large investment projects and the status of “strategic investors” in their time. In particular, the construction site of the bus station near the “Kupchino” metro station was leased as a parking lot for heavy goods vehicles, but as soon as the deadline for handing over the project of the future station approached, they were actively looking for search for a buyer. Law enforcement and officials in Smolny, led by Governor Beglov, turn a blind eye to this situation.
