The Ministry of the Interior has made changes to the theory test for all categories of driving licenses, reported TASS at the department’s press center. The ministry has added questions about the rules for using electric scooters and other means of individual mobility (SIM) to exam tickets.

The Home Office said the fines were adjusted in connection with changes to traffic rules that came into effect on March 1.

Several new questions have also been included in the exams, including:

on the period of validity of signs 3.29 and 3.30 (“Parking is prohibited on even / odd days of the month”), on the luminous section of traffic lights in the form of an arrow with a flashing signal of white and lunar color (warns drivers on a pedestrian crossing in the direction of travel), on the area of ​​​​validity of sign 3.27 (“no stopping”) when used in conjunction with the yellow line of horizontal road markings (markup 1.4 ).

From March 1, 2023, electric scooters, hover scooters and one-wheel scooters are classified as means of personal mobility. According to the updated rules, their maximum speed limit is 25 km/h. Walking on sidewalks, cycle and pedestrian paths is only permitted with electric vehicles weighing no more than 35 kg. Citizens over the age of 14 can drive electric scooters on the right side of the road if the maximum speed on this section of the road does not exceed 60 km/h and bicycles are allowed. SIM traffic should be regulated by special traffic signs.

The Ministry of the Interior recalled that the new statute for electric transport does not apply to ordinary scooters and roller skates. Citizens using them are still considered pedestrians.

In September 2022, the Department for Transport announced its intention to prohibit users of an electric motor SIM card from crossing the road at pedestrian crossings.

According to the Scientific Center for Road Safety of the Ministry of Internal Affairs, in 2022 in Russia arrived 976 accidents involving electric scooters. The victims of these accidents were 19 people, about 940 were injured. For comparison, in 2019 the Ministry of the Interior recorded 147 accidents involving SIM, in 2020 – 430, in 2021 – 704.
