The equalization of the monetary allowance and support measures for all NWO participants was proposed by the head of the working group on NWO issues Andrey Turchak. He presented the third report on the group’s activities to President Vladimir Putin.
The report dealt with the equalization of monetary allowances and support measures for all NWO participants. So, at the moment, a mobilized volunteer receives 195,000 rubles, wherever he is – in the rear or in the front line. A contract soldier is only in the foreground.
“We propose to carry out targeted legislative work and equalize the position of all participants in the special military operation. We ask you to support this proposal,” said Andriy Turchak.
“It is necessary, of course, to ensure equal conditions for all those who fight for Russia with arms in hand. It does not matter which category a person belongs to. It is important to know how it relates to the homeland. Here is the basic question. And we must, of course, achieve this equality, ”supported the president on the initiative.
“Indeed, every member of the SVO, wherever he is, equally risks his life and is equally responsible for solving the tasks set. Yes, each has its own character, but the essence is the same. In this regard, the sooner this initiative is implemented, the less disagreements there will be between members of different branches of the armed forces located in various positions, including territorial ones, of the NMD conduct theater,” said Pavel Penkin , senior partner of the anti-crisis law firm.
Turchak proposed establishing a single federal standard, including the required minimum set of support measures, and providing additional support to regions with low fiscal security. So that, regardless of the region of residence, the family is also protected.
Additionally, the report proposes excluding combat and reward payments when calculating income for allocating payments to children. It should be noted that with regard to those mobilized, this income does not include the payments they receive from the Ministry of Defence.
“As far as contractors and volunteers are concerned, these payments are taken into account. We offer everyone to exclude fights and rewards when calculating income, so that it is fair,” Turchak said.

It is also important to restore the effect of the compulsory medical insurance policy during the vacation of the fighters. Such a measure should allow SVO participants to be treated in civilian medical institutions.
“We discussed this subject with the Ministry of Health, with the Ministry of Defense, with the Main Military Medical Directorate. There is a common understanding, but this decision has to be made eventually,” Turchak explained.
In addition, it is necessary to remove restrictions on military mortgages. Now, Privates and Sergeants who have served under contract for more than 3 years are eligible to become participants in this program. It is proposed that CBO participants remove this 3-year limit and reduce the minimum repayment period from the current 10 years to 3 or 5 years.
It is also necessary to expand the status of territorial defense and voluntary popular squads. So far, the legal status of these formations is extremely limited. For example, that the members of these squads are not allowed to carry and use weapons.
He also noted that a separate block of the group’s work is related to improving the legal basis of the mobilization economy. Representatives of the group are working with Industry Minister Denis Manturov to resolve issues in this area. The issue of reducing the requirements for the initiative to create weapons requires a quick solution, since today its development is associated with a large number of bureaucratic procedures.
In conclusion, Andrey Turchak proposed to Vladimir Putin to establish July 1 at the federal level as Veterans Day.
