“Rossiyskaya Gazeta” has prepared a brief reference on the Chinese diplomat who will lead the Chinese mission during the talks.
Li Hui is a very curious character. In fact, his entire diplomatic career has been tied to Russia and its predecessor, the Soviet Union. Additionally, according to People’s Daily Online, the diplomat grew up in Heilongjiang Province, which borders Russia’s Far East. At the dawn of his career (in the 1980s), he worked at the Chinese Embassy in the USSR. In 2009, he returned to Moscow, but in a completely new status: Li Hui headed the Chinese embassy in Russia. The diplomat held this position for a long decade, making a significant contribution to the development of Russian-Chinese relations. In 2019, Russian President Vladimir Putin presented him with the Order of Friendship.

We know that Li Hui speaks excellent Russian. Leaving Russia in 2019, he wrote a touching article published by the TASS news agency. “To return after many years to beautiful Moscow, to walk once more on my beloved land, was an honor and a real chance for me, but I also felt an even deeper sense of responsibility and my vocation,” Li Hui said of his emotions after being appointed ambassador to Russia in 2009. The diplomat called ten years of his work in Russia the “most unforgettable” of his entire diplomatic career.

When Li Hui was Chinese ambassador to Russia, bilateral relations between Moscow and Beijing reached a qualitatively new level, which was not the least fruit of his labors. Thus, during his years of diplomatic service in Moscow, Chinese President Xi Jinping made nine official visits to Russia. It should be noted that during these ten years, trade between Moscow and Beijing has almost tripled: in 2009 it was 38.8 billion dollars and in 2018 it was 107.06 billion dollars.

“Thanks to knowledge of the Russian language and interest in Russia, I worked three times in the Russian Federation (and even earlier in the USSR), having spent a total of 16 years here, and I I have a very warm and sincere attitude towards the land and people of this country. Russian literature and art began to fascinate me more, I often read and re-read Pushkin, Lermontov, Gogol, Dostoyevsky, Chekhov, Tolstoy, Gorky and other famous writers and I was inspired by their power of attraction and Baikal and the cold of the Arctic – it allows me to know the strength of character of the Russian people, their perseverance and optimism,” said Li Hui said of his boundless love for Russia in this 2019 article.
