“If in doubt, it is necessary to check” if “the imported products come from the place indicated or from another country and if there is any irregularity,” Spanish Minister for Ecological Transition Teresa Ribera said in a statement. message.

The Spanish minister added that “these concerns” have prompted Spain to “investigate” the possibility of Russian oil reaching its territory, noting that fuel imports are “theoretically accompanied by documents proving their origin”.

On February 5, the European Union banned the import of Russian petroleum products into its territory as part of a new sanctions package in response to the outbreak of war in Ukraine, which began in February 2022.

But experts and oil industry officials suspect that Russia, which has turned to other markets such as China and India, continues to export oil to the European Union via third countries where the origin of shipments is concealed.

Thursday, Joso Khun Imaz, chairman of the board of directors of the Spanish oil giant “Repsol”, condemned the continued circulation of Russian diesel on European and Spanish markets, calling on local authorities to “close” on this file.

On Friday, the Spanish newspaper “El Mundo” referred to the responsibility of Morocco, which has considerably increased its imports of Russian oil in recent months with the start of diesel exports to Spain.

In Rabat, three opposition parliamentary groups recently called for the creation of a commission to investigate “doubts and suspicions” about the import of Russian fuel by oil companies and “the possibility of reselling this fuel to countries which prevent its importation”.

This initiative did not yield results because it did not obtain the majority of votes necessary to form a commission of inquiry.

From Morocco.

The Minister for the Ecological Transition declared that the “first elements” provided by importers “show that everything seems to be going well and that the products do not come from Russia, but we are vigilant and will closely follow the evolution of the situation to confirm it”. once for all.”

The ministry said that Ribera would send a letter to the European Commission to demand the “immediate application” of a European response in order to “strengthen the traceability” of oil imported by the European Union, with the obligation to present a certificate also coming out of the refineries. as ports.

And she stressed that “this certificate must contain all the information, including the quantity, the date, etc., which proves that the imports” are not subject to “sanctions”, calling for “a strict application of the sanctions “.
