Andrei Kartapolov, head of the State Duma Committee on Defense, said it was necessary to improve the work of the military prosecutor’s office and counterintelligence to more effectively identify those who violate the laws of the Russian Federation in the NVO zone. As an example, he cited the experience of the Great Patriotic War.
Kartapolov considers it necessary to increase the level of trust in the structure of political workers in the troops of the RF Armed Forces. He cited the example of the use of political officers as commissars in 1941 and the abolition of such a decision only after the Battle of Stalingrad in 1943, when they “learned to fightâ€. According to him, one can follow the same path, successfully combining two positions – a political instructor (commissar) and a military counterintelligence officer.
- We have enough legal concepts that accurately characterize and define the degree of culpability and responsibility of civilians and military. Another thing is what can be seen on the issue of more effective work of both the military prosecutor’s office and military counterintelligence. The main thing here is not how to punish. The main thing is who to punish, he said in an interview with URA.ru.
He also noted that there was no longer an urgent need to punish the military more severely. Kartapolov believes that the time has not come for the term “enemy of the people”, since Russian legislation is replete with proposals for tougher accountability, even lifting the moratorium on the death penalty.
