Mahfouz added that Mortada Mansour’s dismissal decree was issued by the administrative justice, which “has authority as soon as it is pronounced, which means that the decree can be executed in its draft and without notification, because the judgments of the Council of State are enforceable as soon as they are issued.”

He pointed out that “the use of force by men of execution is a legal matter, and therefore execution is by coercive force in case of willful abstention from execution”.

What will the Ministry of Sports do?

For his part, the official spokesperson for the Egyptian Ministry of Sports, Mohamed Shazly, said in a statement to “Sky News Arabia” that:. The ministry has already sent 3 official letters to the board of Zamalek Club, asking them to implement the decision, which is in line with the correct decision as it did not stipulate, for example, that the board be dissolved if it was not implemented, but instead stated that the board was bound to implement it. The obligation is made through official letters in the form of the decision and its executive form, and that he likes to implement, otherwise the council will be held responsible for not implementing a judicial decision. The last letter sent by the ministry to the board of the Zamalek Club was last Friday, in which it stressed that the decision should be implemented and that any meeting Mortada Mansour attended was considered legally invalid. If the board does not respond, there will be escalation steps that will be determined based on their response. Despite everything, the decision will be implemented, and before the end of this month, there will be an interim president of the Zamalek club in place of Mortada Mansour, and these are inevitable and inevitable questions because no one is above the law. Here, the coercive force is not to resort to the police because the situation in front of us is complex. For example, it is not possible to use the police to prevent Murtada from entering the club because he is a member, nor to attack him because he does not deal with the implementation but rather from the board of directors. On February 25, the Court of Cassation upheld Mansour’s one-month prison sentence, with application, for convicting him of insulting and slandering Al-Ahly club president Mahmoud Al-Khatib.
