Former Federal Prison Service director Maksimenko sentenced to 9 years in prison

The court sentenced Valery Maksimenko, former deputy director of Russia’s Federal Penitentiary Service (FSIN), to nine years in a strict regime colony in a corruption and abuse of power case. On this subject informed press office of the Attorney General’s Office.

Maksimenko was also stripped of the rank of lieutenant general of the internal service of the Federal Penitentiary Service and the state award, he will also not be able to hold leading positions for 11 years. Maksimenko must pay a fine of 43.4 million rubles. and compensate the state for damages in the amount of 330.08 thousand rubles.

Valery Maksimenko was arrested in November 2020. According to the prosecution, he helped the owner of one of the companies to conclude contracts for the construction of facilities for the Federal Prison Service. For this, the ex-director of the department was allocated a country house with paid rent. The amount of the bribe amounted to 2.2 million rubles.

In 2018-2019, according to the prosecution, Maksimenko ordered the territorial bodies of the Federal Penitentiary Service to conclude a contract with the Federal Administration for the Construction of Unitary State Enterprises for the North Caucasian Federal District of a amount of 3.6 billion rubles. According to the prosecution, Maksimenko knew at the same time that the company did not have the necessary resources to carry out the construction and installation work. As a result, 19 state contracts were not performed, “resulting in discrediting and undermining the authority of the Federal Prison Service and causing damage to the unitary enterprise of the federal state” for more of 330 million rubles.

The court found Maksimenko guilty of accepting a large-scale bribe (part 6 of article 290 of the Criminal Code) and abuse of power, entailing serious consequences (part 3 of article 285 of the Penal Code).

“Kommersant” writing that, despite the charge of corruption, Maksimenko found “no significant savings”. Former member of the Public Supervision Commission Alexander Khurudzhi said in 2021 that Maksimenko “does not have to pay anything” for the services of a lawyer, so the ex-director of the Federal Penitentiary Service “is obliged to refuse his services”.
