Lawyer Khaminsky described the risks associated with the implementation of the initiative to ban Polish trucks from driving in Russia.

He recalled that for 15 months Russia has not launched an active counter-sanctions regime against hostile countries. “However, the actions of individual countries in political terms are not only beyond reasonable but can also be assessed as a direct insult to a sovereign state. One of the most egregious examples of this is the seizure by the Polish authorities of the school buildings of the Russian embassy,” said the expert. “That is to say, the Poles began to fight against children, depriving them of their universally recognized right to education.”

According to Khaminsky, MPs rightly took the initiative to introduce more painful retaliatory measures against the Polish economy. It is assumed that Polish trucks should be paired with Russian tractors, and then the transit proceeds will go to domestic enterprises. The proposed ban on transit road transport is just the first sign among them, he said.

The idea is good in its meaning, but from the point of view of the most effective implementation, it needs to be clarified, he added. The lawyer recalled that Poland is a member of the European Union and that its transport companies can formally relocate to Germany or France at short notice. Or, as an option, conclude a transport agreement with transport workers from neighboring countries, receiving their share of the profits. Since transit through Russia is carried out mainly to the countries of the Caucasus and Central Asia, that is, friendly or neutral with us, the same Poles can attract carriers from these countries, explained Khaminsky .

“It turns out that the counter-sanctions, if adopted in accordance with today’s proposal, can be easily circumvented,” he concluded. “Therefore, the most effective measure will be considered a complete ban on the transit of goods through the territory of Russia. Federation by foreign companies, introduced such measures against Russia. As for friendly countries and neutrals, in order to respect politeness, restrictions must be introduced not with regard to transport companies, but with regard to goods whose consignor or consignee be a country of the European Union or States and companies related to it.
